DAVID JIMENEZ

Mr. David Jimenez assumed responsibility as the Director, US Army Developmental Test Command (DTC), on 19 Dec 10.
Prior to DTC, Mr. Jimenez held numerous positions in the Fort Monmouth community in the sustainment, program management and research and development areas. He joined Fort Monmouth as an intern in 1985 in the former Engineering Directorate, rising to serve on the director’s technical advisory staff. He also held many important leadership and systems engineering roles within the Office of Program Manager (PM) Single Channel Objective Tactical Terminal (SCOTT), Military Satellite Tactical Relay (MILSTAR), Military Satellite Communications (MILSATCOM) and Warfighter Information Network – Tactical.
In June 1991, Mr. Jimenez transitioned into PM SCOTT as the Production Engineer for the SCOTT program charged with the development of the production solicitation for SCOTT. In September 1992, he served as the source selection chairman and project leader for the Single Channel Anti-Jam Man Portable (SCAMP) Terminal as the System Engineer for the program and MILSTAR System Engineer Planning Tools.
In 1996 while in PM MILSATCOM, he was a member of the team that won the first ever David Packard Excellence in Acquisition Award for the Secure Mobile Anti-Jam Reliable Tactical Terminal (SMART-T) program. He served as the Chief Systems Engineer for PM MILSATCOM from 1998 until 2000.
In June 2000 he was selected as the Product Director for the SMART-T program. During his tenure, he achieved milestone C, successfully guided the program final operational test and evaluation, corrected numerous deficiencies in the program and began training and fielding of the production terminals in earnest.
In June 2003 he began work on the development of the High Capacity Communications Capability (HC3) and was instrumental in establishing key relationships within the Joint community to foster teamwork in establishing joint transformational communications capabilities.
In June 2005 Mr. Jimenez formed and served as the Director of the Product Realization Directorate comprising the CERDEC engineering professionals in the Production, Maintenance and Quality disciplines.
Upon his return from the Industrial College of the Armed Forces, he was appointed to serve as the Acting Director of the Space and Terrestrial Communications Directorate responsible for the Army’s communication system research and development.
He served as the Associate Director for System Engineering at CERDEC with the responsibility to engender a system engineering community of practice that uses best practices for system engineering workforce development and applies the best analysis and tools to facilitate the research and development of the Army’s C4ISR mission.
Mr. Jimenez holds a Master of Science in National Resource Strategy from the Industrial College of the Armed Forces, a Master of Science Degree in Engineering Management from Florida Institute of Technology and a Bachelor of Science Degree in Electrical Engineering from the University of Puerto Rico. He is also a graduate of the Army Management Staff College, the Program Manager’s Advanced Course and the Senior Acquisition Course. He is a member and has served on the board of the Armed Forces Communications-Electronics Association. He is a recipient of the Superior Civilian Service Award (twice), the David Packard Award for Acquisition Excellence, the Army Achievement Medal, the Commander’s Award for Civilian Service and various other awards and recognitions.
ROBERT M. MIELE
Technical Director
US Army Developmental Test Command

Mr. Miele has been serving as the Technical Director for the US Army Developmental Test Command since May 2010. He is responsible for planning, executing, and reporting on Army and Department of Defense developmental tests supporting more than 300 weapon programs annually. He also is responsible for long-term strategic planning, Lean Six Sigma Deployment, and instrumentation and range viability to support test programs.
Mr. Miele entered civil service in 1989 as an AMC Army Engineering intern. During this time, he completed studies at the School of Engineering and Logistics, and Texas A&M University. Upon completion of these studies he was assigned as an Electronics Engineer at the US Army Materiel Systems Analysis Activity (AMSAA), Aberdeen Proving Ground, MD. He continued working in positions of increasing responsibility at AMSAA in multiple assignments from Team Leader, Non-Stockpile Chemical, to Chief, Chemical Demilitarization Office, and Chief, Maneuver Systems Branch until 2008. In February 2008, he was selected as the Associate Director of Test Management at the US Army Developmental Test Command, exercising oversight for planning and timely execution of programs and policies for all assigned staff functions.
In addition to his Bachelor of Science degree in Electrical Engineering from Widener University, Mr. Miele holds a Master of Science in National Resource Strategy, from the Industrial College of the Armed Forces, and a Master of Science in Applied Mathematics, from Johns Hopkins University. His is a graduate of the Defense Leadership and Management Program as well as the Army Management Staff College.
Mr. Miele is Certified Level III Acquisition Corps in both Test and Evaluation and Systems Planning Research Development and Engineering. In addition, he has completed the Senior Acquisition Course requirements from the Defense Acquisition University. He is the recipient of numerous service and performance awards including two Wilbur Payne Awards, Achievement Medals for Civilian Service, the Superior Civilian Service Award, Baltimore Federal Executive Awards Supervisor of the Year, and the Meritorious Achievement Award.
LOUIS H. BROWN
Chief of Staff
US Army Developmental Test Command

Mr. Louis H. Brown assumed the duties of Chief of Staff, US Army Developmental Test Command in January 2011.
Mr. Brown was commissioned a Second Lieutenant of Armor in 1976 from the United States Military Academy at West Point, New York.
During the next twenty years, Mr. Brown served in a variety of assignments from company through division level, with most of his field assignments in Germany. From 1978-79 he served as liaison officer from 3rd US Armored Division to the 5th German Armored Division in Diez an der Lahn. He also served as an instructor in the Tactics Department, US Army Armor School, TRADOC Doctrine Analyst, and as a Reserve Officer Training Corps instructor at Slippery Rock University of Pennsylvania. From 1990-93 he was the Western Hemisphere Planner, J-7, The Joint Staff. His final assignment was a Chief, Armor Evaluation Division, US Army Operational Evaluation Command.
Following retirement, Mr. Brown was employed by Quantum Research International in Washington, DC where he supported the US Army Evaluation Center with aviation systems evaluation. In 2002, he moved to SRS Technologies, where he was employed as a senior analyst on the Joint Logistics Planning Enhancements Joint Test and Evaluation. In 2003 he rejoined the Government and, prior to transferring to DTC in 2004, Mr. Brown served as a ballistics evaluator in Survivability Directorate of the US Army Evaluation Center at Aberdeen Proving Ground Maryland. From 2004 until May 2009, he served as Chief, Plans Division, Directorate for Plans and Operations, US Army Developmental Test Command. In May, he assumed duties as Director for plans and Operations.
Mr. Brown’s education includes a Bachelor of Science from the US Military Academy and a Master’s degree in History from Slippery Rock University. He is a graduate of the US Army Command and General Staff College as well as numerous service and branch related courses. His military awards include the Legion of Merit, the Joint Meritorious Service Medal, the Meritorious Service Medal with three Oak Leaf Clusters, the Army Commendation Medal, the Army Achievement Medal with three Oak Leaf Clusters, the Joint Staff Identification Badge, and the Parachute Badge. His civilian awards include the Superior Civilian Service Award, the Commander’s Award for Distinguished Civilian Service with Laurel Cluster, and the Civilian Achievement Medal.
CSM CARLTON HANDY
Command Sergeant Major

On June 23, 2008, Command Sergeant Major (CSM) Carlton Handy assumed the responsibilities as the CSM of the US Army Developmental Test Command, Aberdeen Proving Ground, MD, after serving as the CSM for Yuma Proving Ground (YPG), Yuma, AZ. He is the senior enlisted Soldier in the command and advises the Commanding General on all issues relating to readiness, training, maintenance, logistics, and testing actions. While at YPG, CSM Handy was the principal advisor to the Installation Commander on all enlisted matters, and advised him on testing in desert, arctic, and tropical environments. CSM Handy also advised the Garrison Manager on quality of life issues affecting the residents assigned, working or visiting YPG.
CSM Handy entered the US Army in 1982 and received Basic and Advanced Individual Training at Fort Jackson, SC. He has an Associate’s Degree in General Studies from Central Texas College and is currently pursuing his Bachelor’s Degree in Liberal Arts from Excelsior College.
CSM Handy’s military education includes the Primary Leadership Course, Combat Lifesaver Course, Instructor Training Course, Drill Sergeant School (Leadership Award Winner), Basic Noncommissioned Officer Course (Commandant’s List), Advanced Noncommissioned Officer Course, First Sergeants Course, Equal Opportunity Course, and the United States Army Sergeants Major Academy.
CSM Handy’s tours of duty include the following: Garrison CSM of the 414th BSB, Hanau, Germany; Battalion CSM of 142nd CSB, Fort Polk, LA; JRTC, CSS Senior Observer Controller, Fort Polk, LA; TASS TRNG BN, Chief Instructor Writer, Lodi, NJ; 1SG Alpha Company, 299th FSB, Schweinfurt, Germany; Engineer Bde S-4, Bamberg, Germany; Senior Small Group Leader, Ft. Lee, VA; Senior Drill Sergeant, Ft. Lee, VA; Readiness Group Advisor, Stewart Army Sub Post, NY; Battalion S-4, 4/69th Armor Bn, Kitzingen, Germany; Supply Sergeant, HHC 2nd Bde, 3rd Infantry Division, Kitzingen, Germany; and Supply Clerk, HHC Avn Bde, 1st Infantry Division, Fort Riley, KS. He has been deployed to Kosovo and Iraq.
CSM Handy’s awards and decorations include the Bronze Star Medal, Meritorious Service Medal (Four Oak Leaf Clusters), Army Commendation Medal (Four Oak Leaf Clusters), Army Achievement Medal (Four Oak Leaf Clusters), Good Conduct Medal Eighth Award, NCO Professional Development Ribbon (Level Four), National Defense Service Ribbon, Army Service Ribbon, Overseas Service Ribbon, German Scuetzenschur (Bronze) Marksmanship Award and the Drill Sergeant Identification Badge.
His significant accomplishments include being selected as the 1993 Readiness Group Noncommissioned Officer of the Year and the 1995 Fort Lee, VA, Drill Sergeant of the Year. CSM Handy is also a member of the Sergeant Morales Club and is a recipient of the Order of Saint Martin. His hobbies include football, basketball, music and reading.
